Practice Manager, Next-Generation Public Services

About the Role:

We are seeking a visionary Practice Manager – Next-Generation Public Services to lead the development of our public sector consulting capability. This role will guide the design and delivery of innovative, human-centred, and systems-aware services that meet today’s challenges and anticipate tomorrow’s.


As Practice Manager, you will shape how ojas.design partners with public sector clients from national bodies and local authorities to health systems and non-profits. You will work at the intersection of policy, strategy, and delivery, building internal capability, external credibility, and systemic impact.

Key Responsibilities:


Practice Development

  • Design, build, and continuously improve the Next-Gen Public Services practice, including tools, methods, and IP

  • Develop and evolve service offerings around public service transformation, digital delivery, citizen engagement, and service design

  • Codify best practices for public-sector change rooted in systems thinking, design methods, and participatory approaches

Client Engagement

  • Lead strategic engagements with public sector clients, ensuring quality, relevance, and responsible delivery

  • Act as senior advisor on service redesign, operating model change, or transformation programmes

  • Facilitate multi-stakeholder collaboration, balancing diverse needs with public value outcomes

Capability Building

  • Mentor and grow a multidisciplinary team of designers, strategists, policy advisors, and transformation leads

  • Create development pathways for consultants working in complex public environments

  • Collaborate with other practice areas to embed public service ethics and perspectives into cross-sector work

Thought Leadership & Influence

  • Represent ojas.design in government and civic forums, roundtables, and communities of practice

  • Shape thought leadership around public value, inclusion, digital responsibility, and systemic transformation

  • Stay ahead of regulatory, policy, and technology developments affecting the public service landscape

Skills and Competencies:


Essential

  • Extensive experience working within or consulting to public sector organisations

  • Proven ability to lead complex change programmes, ideally at policy, service, or system levels

  • Deep understanding of public service design, user-centred practices, and operational constraints

  • Ability to work at the intersection of technology, policy, equity, and lived experience

  • Strong leadership and mentoring skills, with experience growing and developing delivery teams

  • Comfort working in ambiguous, multi-stakeholder environments with diverse political or social dynamics

  • Outstanding written and verbal communication, including strategy papers, business cases, and facilitation

Desirable

  • Experience in sectors such as health and social care, justice, education, local government, or housing

  • Familiarity with public sector funding models, procurement, or regulatory frameworks

  • Knowledge of tools such as Theory of Change, public value frameworks, systems mapping, or digital service standards (e.g., GDS, NHS)

  • Certification or training in design thinking, change management, agile delivery, or systems leadership

You bring a deep understanding of public service complexity, whether in health, local government, infrastructure, justice, or social care, and have experience working within or alongside public bodies. You thrive in collaborative, cross-disciplinary teams and bring humility, empathy, and critical curiosity to your work. Whether facilitating stakeholder workshops, shaping service transformation strategies, or mentoring consultants, you lead with purpose and encourage others to do the same.
